Purpose / Role

The overall management of contract risks including their identification, registration and mitigation/resolution – includes all risks - technical, construction, schedule, cost, contractual etc

Determination of methodology, procedures and reporting formats in their identification, classification and resolution including oversight on the implementation of remedial measures agreed in their mitigation

Engagement of the PMC, customer and EPC contractors, subcontractors, vendors and suppliers in the overall contract risk management process



Key aims and objectives

Establishment and implementation of a rolling risk management plan and related practicable processes, procedures and practices

Creation of the necessary register and formats for the identification and communication of potential contract risks and their mitigation and resolution

The maintenance of a high profile and wide visibility of the subject of risk management and its part in delivering the project to the satisfaction of the customer



Prime responsibilities and duties

Identify and position risk engineers in strategic positions within the organization, functions and on EPC contracts to establish a network and a profile for the risk management activities

Formulate a risk management plan together with related procedures, practices, register and reporting formats etc

Organize and carry out initial risk assessment workshops to identify and classify the initial risks and mitigating measures and actions

Working with planning personnel, identify schedule sensitivities and critical path activities that could cause potential major r impact to project progress. Reporting same to project managers for focused attention on these areas

Continuation of a rolling programmer of risk assessments at regular intervals throughout the project to update old and identify new risks throughout the life of the project

Formal analysis of key and major risks to consider the potential impact on project cost and schedule and report to PMC management team and customer.

Seek positive project improvement opportunities by analysis of programme critical path, value engineering proposals etc

Identifying areas of concern with respect to progress of Projects and recommending the corrective actions wherever required and executing when directed by the client.

Participate in key customer reviews and meetings.

Project Manager



Purpose / Role
Responsible for the effective overall management and delivery of the EPC Package contract to which assigned
Responsible for the safe delivery of the assigned package EPC contract to the required quality and within the agreed schedule and budget
Leadership and coordination of multi-discipline EPC package Project task force team.

Key aims and objectives
Ensuring the assigned EPC package is managed and delivered to client technical, safety contractual and commercial standards, policies and procedures.

The primary purpose and objective of the overall NRP development is the greenfield construction of the long-awaited new refinery at Al Zour adjacent to the existing Al Zour power station in the south of Kuwait.
The NRP contract award requires AMEC to provide a project management consultancy (PMC) service to KNPC to manage the ongoing work from its current status until completion.
This contract is world class in nature using the latest in technology and only the top echelon of world contractors pre-qualified to bid for the PMC contract. The contract has been tracked by the MENA region for several years and its award to AMEC is a major coup for us in the region
The duration of the project is 6 years and the capital value of the project is approx $14.5 billion. The tendered value of the PMC contract is approx $520 million.
The PMC contract will involve upwards of 250 AMEC people at peak and we will be managing 7 major EPC contracts (yet to be awarded) each of value greater about $2 billion. The core AMEC team will be based in Kuwait with ‘away teams’ based in EPC contractor offices around the world for a substantial part of the contract.
London is nominated as AMEC’s home/support office and we expect a substantial volume of work to be performed in London throughout the job duration

Lead Discipline Engineer (Core - all disciplines)



Purpose / Role
Responsible for the management  and co-ordination of the relevant core discipline engineering groups in EPC teams

Purpose / Role
Responsible for the overall management of the PMC Construction teams, Construction Engineers and Construction
Supervision.
To ensure that all aspects of construction, completions, commissioning and the handover work scopes are completed safely and effectively performed by the EPC contractors to KNPC standards, policies and procedures

Process Engineering Manager



Purpose / Role
Responsible for the overall management of the PMC process engineering design group in Kuwait and the liaison with Home Office locations for engineering delivery and resource support relating to the process discipline.
To ensure process engineering personnel are competent to perform their duties relating to the scope of work as identified in the contract.
To provide leadership in the development and implementation of engineering processes, procedures and systems operating within the process engineering department.
To ensure the process engineering organization is resourced to the correct skill and knowledge level and with the required numbers and numbers to deliver the PMC Package Projects to the requirements of the contract.

Ensuring the PMC contract is managed and delivered to AMEC technical standards, values and satisfaction.

Ensuring that key reports carry out their duties and responsibilities in line with their agreed contract Job Descriptions.
To provide the specifically process design and engineering services ensuring compliance with the Quality Management Programmed, HSE Plan, Procedures and Plans for the individual Package Projects under the PMC Contract .
Deliver process engineering services in terms of customer and PMC contract requirements, AMEC Engineering Processes and Quality through international and Company standards to meet the current project schedule and milestones of the project.
Functional management ensuring systems are in place to manage resourcing and administrative aspects such as holidays, expenses and training.
Reputation management ensuring AMEC are recognized as a competent and professional organization with the resources and systems to effectively Project Manage for the client.

Prime responsibilities and duties
Ensure that all process engineering staff responsibilities are matched to job requirements and to verify all staff PDRs.
Approve all temporary and permanent appointments for process engineering personnel.
Ensure that all staff under his supervision are working to the community of practice procedures, specifications and standards and to any project-specific agenda.
Manage the day to day interfacing between the Projects, Project Managers, general and specialist engineering disciplines and construction teams and the process discipline.
Manage the interface between Kuwait and all process design and engineering services work being executed in the Home Office.
Chairing, organizing and participating in Hazard and Operability (HAZOP), Safety Integrity Level (SIL), Project Health, Safety and Environment Review (PHSER), EIA and HSE exercises for the Projects during detailed engineering to implementing the recommendation of such exercises upon customer approval.
Participate in key customer reviews and meetings as required.
Participate in weekly AMEC Project reviews.
Participate in Project Management Plan reviews.
Update and prepare department procedures and work practices as appropriate.

Responsible for the overall commercial management of the EPC package contracts in accordance with KNPC commercial and contractual standards and rules.

Review content and prepare and issue monthly Commercial Executive Project Report to KNPC.
Maintain AMEC contract commercial records and files in readiness for KNPC or government agency audit.
Review all EPC tenders before release to market
Review all EPC contracts before award and signature
Review all subcontracts prior to and after award by AMEC to financial closure.
Set contractual direction for Assigned Project Commercial Administrators.
Direct  the preparation of EPC contracts.
Direct commercial aspects of EPC contract tender evaluation and award recommendation including any necessary presentations to tender boards etc as required by KNPC
Direct EPC contract variations and claims to resolution in conjunction with KNPC contracts and commercial personnel and package contracts managers.

Participate in regular EPC contractor progress and commercial/contracts meetings
